
The Village of Marcellus is seeking proposals from qualified Building Inspectors or Experienced Contractors to conduct initial building inspections for each Home Improvement Project (HIP) funded under the Michigan State Housing Development Authority (MSHDA) CHILL Grant program. This initiative aims to assess the condition of eligible homes and determine the scope of necessary repairs to enhance safety, energy efficiency, and overall livability.
The Village of Marcellus has made an application for $483,000 for homeowner rehab, and will award a fixed-sum contract subject to approval by the Village of Marcellus Council and funding from MSHDA.

Scope of Work
The selected contractor will be responsible for:
- Conducting comprehensive initial building inspections in accordance with CHILL Grant program requirements.
- Preparing detailed inspection reports outlining structural conditions, code compliance, and recommended repairs.
- Identifying potential health and safety hazards, including but not limited to electrical, plumbing, HVAC, foundation, and roofing deficiencies.
- Providing cost estimates for recommended repairs in accordance with MSHDA guidelines.
- Coordinating with the Village of Marcellus and designated program administrators throughout the inspection process.
Qualifications
Applicants must meet the qualifications outlined in Chapter 5 of the CHILL Program Policy Manual, including but not limited to:
- For Building Inspectors: Possession of a valid Michigan building inspector license and demonstrated experience in residential inspections.
- For Experienced Contractors: A minimum of five (5) years of experience in residential construction, remodeling, or rehabilitation, with knowledge of Michigan residential building codes.
- Ability to conduct inspections and submit reports in a timely manner.
- Liability insurance coverage meeting MSHDA program requirements.
Submission Requirements
Interested parties are encouraged to submit a proposal including:
- Letter of interest detailing qualifications and relevant experience.
- Copies of required licenses or certifications.
- Sample inspection report (if available).
- Proposed fee schedule for inspections and report preparation.
- References from previous inspection or construction projects.
