Wellhead Protection
Village Council members discussed the Village’s Wellhead Protection Plan (WHPP), the Village’s and Marcellus Township’s Ground Water Protection Ordinances and the Village’s request to the Township and Steelhead Solar and Ranger Power that they include groundwater management requirements and controls in any site planning review. Irwin moved, supported by Thomas, that a resolution expressing the Council’s desire to protect its public water supply from any potential contamination be drafted and brought to the July 9, 2024, Village Council meeting for review and consideration. Roll call vote – Ayes: Markle, Engstrom, Thomas, Haley, Welburn, Irwin and Webb. Nays: None. Motion carried.

President’s Report
Elmer’s Locksmith – Rekey Cylinders and Replace Door Handles with Levers to Meet Fire and ADA Codes
Motion by Irwin, supported by Welburn, to authorize the replacement of three door lock cylinders and replace three door handles with levers in the Village Hall building to meet Fire and ADA codes. The estimated cost for Elmer’s Locksmith of Niles Michigan to do the work and provide five keys is $932. Roll call vote – Ayes: Engstrom, Webb, Markle, Welburn, Haley, Thomas and Irwin. Nays: None. Manager/Clerk’s Report
Market One Proposal
Motion by Irwin, supported by Markle, to approve the prorated amount of $334.73 for the remaining portion of the 2023 Economic Development Services from Market One. Payment for services will be split between the Village and its DDA, with the Village paying the invoice and receiving reimbursement from the DDA. Roll call vote – Ayes: Irwin, Webb, Welburn, Engstrom, Thomas, Markle and Haley. Nays: None. Motion carried.
Ordinance 253 – Rental/Lease Housing Maintenance Ordinance
Motion by Webb, supported by Engstrom, to adopt proposed Ordinance No. 253, an ordinance to secure the public health, safety and welfare of the people of the Village of Marcellus by establishing the minimum standards for the condition, care and maintenance of residential housing under rent or lease agreements; to authorize the inspection of all residential housing rental/lease properties and establish license/registration and inspection fees and to establish the notice procedures, enforcements and penalties in case of violation of this ordinance, to empower and authorize the Village of Marcellus Council to review, revise, alter or amend such license/registration and inspection fees and nonjudicial penalties set forth in this ordinance from time to time as may be necessary and appropriate and adopt the same by resolution and repeal all ordinances or parts of ordinances contrary to or inconsistent therewith, including Ordinance No. 228, with an effective date of August 3, 2024. Ordinance No. 254 – Village of Marcellus Property Maintenance CodeÂ
Motion by Webb, supported by Engstrom, to adopt proposed Ordinance No. 254, an ordinance adopting the 2024 edition of the International Property Maintenance Code, regulating and governing the conditions and maintenance of all property, buildings and structures; by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary and fit for occupation and use; and the condemnation of buildings and structures unfit for human occupancy and use; the demolition of such existing structures in the Village of Marcellus therefor; repealing all other ordinances or parts of laws in conflict therewith with an effective date of August 3, 2024. SAFEbuilt Michigan, LLC – Rental Inspections Services Agreement
Motion by Markle, supported by Engstrom, to approve the hire of SAFEbuilt Michigan, LLC, as an independent contractor, for Rental Inspections Services and to approve the execution of the Rental Services Inspections Agreement by authorized officials, effective immediately. Roll call vote – Ayes: Irwin, Engstrom, Markle, Welburn, Webb, Thomas and Haley. Nays: None. None. Motion carried.
Resolution 2024-04 – Master Fee Schedule
Motion by Markle, supported by Haley, to adopt Resolution 2024-04, A Resolution Adopting the Village of Marcellus Master Fee Schedule. Roll call vote – Ayes: Engstrom, Haley, Markle, Irwin, Welburn, Webb and Thomas. Nays: None. Motion carried.
CEDAM Fellow Application (for January 2025)
Village Manager/Clerk Terrill shared information regarding the Community Economic Development Association of Michigan’s (CEDAM) Community Development Fellowship program. The program increases capacity in municipalities by placing fellows as additional staff members to manage community economic development projects and seek out additional resources, like funding and volunteers, to support future sustainability; and asked the Village Council to consider applying to CEDAM to host and for placement of Community Development Fellow in the Village of Marcellus. The Fellow would work full-time for 15 months, adding capacity by playing a project management roll, support the Village’s progress toward RRC certification status, identify and support applications for funding opportunities related to community economic development, work to engage residents and participate in leadership and professional development including training, conferences and peer shadowing.
The host site is expected to pay the required community fee of $10,000 by January 1, 2025, and to provide office space, phone access, email and computer access and the supplies needed to successfully complete tasks in the job description for the Fellow.Â
Motion by Irwin, supported by Welburn, to budget the sum of $10,000 for the community host site fee and to authorize the application to CEDAM to be a host site community. If chosen as a host site, the Fellow would start on January 22, 2025, and work within the Village until April 2026. Roll call vote – Ayes: Welburn, Haley, Webb, Markle, Irwin, Thomas and Engstrom. Nays: None. Motion carried.
Balkema Excavating, Inc. – Additional one-inch of Asphalt on Fire Station Parking Lot
Motion by Irwin, supported by Markle, to authorize the application of an additional one-inch of asphalt, for a total of 5 inches, on the Fire Station parking lot during the paving that is part of the Village’s High Water Grant project at a cost of $5,700. Roll call vote – Ayes: Webb, Engstrom, Markle, Haley, Irwin, Thomas and Welburn. Nays: None. Motion carried.
MSHDA – Mi Neighborhood Program Advertisement
Motion by Webb, supported by Engstrom, to approve and run an advertisement in The Marcellus News for a MSHDA Mi Neighborhood Program Administrator. Roll call vote – Ayes: Webb, Engstrom, Markle, Haley, Irwin, Thomas and Welburn. Nays: None. Motion carried.Â
DPW
Valve Turner
Motion by Irwin, supported by Welburn, to authorize the purchase of a cordless power drive and required attachments, including an extra battery, for exercising the Village’s water valves at a cost of $3,562.86; and to require the Village DPW to implement an annual water valve turning program beginning in 2024. Roll call vote – Ayes: Engstrom, Markle, Welburn, Webb, Thomas, Irwin and Haley. Nays: None. Motion carried.
Crossing Guard and Janitor Pay
Motion by Engstrom, supported by Welburn, to increase the pay for crossing guards and the janitor to $17.50 per hour effective June 25, 2024. Roll call vote – Ayes: Irwin, Thomas, Welburn, Engstrom, Webb and Haley. Trustee Markle abstained. Motion carried.
