Marcellus, MI — The Village of Marcellus is encouraging eligible homeowners to apply for CHILL 49067, a Community Development Block Grant (CDBG)–funded home repair program designed to address critical health, safety, and accessibility needs for income-qualified households.
The CHILL 49067 program provides financial assistance of up to $25,000 per household to help residents safely remain in their homes while improving housing quality across the community. Assistance is structured to reduce financial burden and ensure long-term housing stability:
• Grants of $10,000 or less with no repayment, mortgage, or mortgage note required
• Zero-interest, zero-payment loans of $10,001 to $25,000, fully forgivable after five years
Eligible Home Improvements
CHILL 49067 prioritizes repairs that address health and safety concerns and improve residents’ ability to remain in their homes. Eligible projects commonly include:
• Handrail installation
• Electrical repairs
• Plumbing replacement or repair
• Accessibility modifications, such as bathroom improvements
• Furnace and/or air conditioning repair or replacement
• Roof repair or replacement
Who May Qualify
Applicants must meet household income limits at or below 80% of the Area Median Income (AMI) for Cass County and satisfy basic eligibility requirements, including:
• Ownership and occupancy of the home as a primary residence
• At least 12 months of homeownership
• Current mortgage payments
• No tax delinquencies or foreclosure proceedings
• Active utilities and a permanent foundation
