REGULAR MEETING MINUTES TUESDAY, JANUARY 18, 2022

Supervisor Koshar called the meeting to order at 6:00 P.M. and led the Pledge of Allegiance. Roll call: Hess, Hutson, Koshar, Mroz, Schick.

Moved by Hess, supported by Schick, to approve the agenda as amended. All ayes, motion carried.

Moved by Schick, supported by Mroz, to approve as presented and place on file the minutes of the December 21, 2021Regular Meeting. All ayes motion carried.

Moved by Hess, supported by Koshar, to authorize payment of bills as presented. Roll call vote. Ayes: Hess, Hutson, Koshar, Mroz, Schick. Nays: None. Motion carried.

PUBLIC COMMENTS: Residents asked about a moratorium on outside growers for medical marihuana and recreational marihuana.

REPORTS

1. Under Sheriff Roach reported that the Animal control office would be giving rabies shots at the clinic.

2. Cemetery Sexton Kruger reported on the burials last month.

3. Supervisor Koshar discussed a bill from the Road Commission for installation of an inlet on Lake Street to prevent flooding. A resolution for a moratorium on outside growth of marihuana was discussed.

   Moved by Koshar, supported by Hutson to approve installation of the inlet on Lake Street and to authorize payment of 50% for the township of $140.00 when the work is completed. Roll call vote. Ayes: Hess, Hutson, Koshar, Mroz, Schick. Nays: None. Motion carried.

   Moved by Koshar, supported by Hutson, to approve the Resolution for a Moratorium on Accepting Applications for Outdoor Grow and Further Stacking Under Medical and/or Adult-Use Marihuana Ordinances. Roll call vote. Ayes: Hess} Hutson, Koshar, Mroz, Schick. Nays: None. Motion carried.

4. MAESA- Schick reported that the loan on the new ambulance has been paid off three years early; the bill is listed in the bills approved at this meeting.

5. Planning Commission – proposed Ordinance on Solar Power.

   Moved by Koshar, supported by Hess, to approve the Planning Commission to proceed with the amendment to Zoning for agriculture Production to add the Large Solar Energy as a special use. All ayes, motion carried.

NEW BUSINESS

1. New Printer for the treasurer’s office.

Moved by Hess, supported by Schick, to authorize the Treasurer to purchase a new printer at cost not to exceed $300.00. Roll call vote. Ayes: Hess, Hutson, Koshar, Mroz, Schick. Nays: None. Motion carried.

2. Purchase Quick Books for the treasurer and clerk to share.

   Moved by Koshar, supported by Hess, that the Treasure and Clerk purchase Quick Books for their use at a cost not to exceed $500. Roll call vote. Ayes: Hess, Hutson, Koshar, Mroz, Schick. Nays: None. Motion carried.

NEW BUSINESS

1. Web site for Township – a meeting is being set up to meet with a company to help with the set up and operating the site.

2. Security Cameras for the inside and outside of the building. Two quotes were received and the committee recommended Haas Systems quote of $6204.33.

   Moved by Hess, supported by Schick, that Haas Security Systems quote of $6104.33 be approved and that the total cost not to exceed $7000. Roll Call vote. Ayes: Hess, Hutson, Koshar, Mroz, Schick. Nays: None. Motion carried.

   Cass County Commissioner File reported on the activities at the courthouse. The Underfunded pension plan is being worked on.

PUBLIC COMMENTS: None.

Moved by Schick, supported by Hess, to adjourn the meeting. All ayes, motion carried. Time: 7:15 P.M.
