Marcellus Township Regular Board Meeting Minutes
April 21, 2026
Supervisor Koshar called the meeting to order at 6:00pm and led the Pledge of Allegiance.
Roll Call: Present: Koshar, Mroz, Schick, and Plummer – Absent: Hess
Motion by Schick, seconded by Mroz, to approve the agenda of the April 21, 2026, meeting. All Ayes – motion carried
Motion by Mroz, seconded by Schick, to approve the minutes of the March 17, 2026 meeting as presented. All Ayes, motion carried.
Motion by Koshar, support by Mroz, to approve the bills in the amount of $22,111.41. Roll call vote: Ayes – Koshar, Mroz, Schick, and Plummer. Absent: Hess – Motion Carried.
Treasurer Mroz shared the monthly treasurer’s report. Motion by Plummer, support by Koshar, to accept treasurer’s report as presented. All Ayes – motion carried.
REPORTS:
• Cass County Sheriff’s Department Report – Undersheriff Schuur shared the monthly report.
• Planning Commission: No report to share• Sexton Report – Sexton Grames shared the sexton report.
• Commissioner Northrop – No report to share.
• MAESA – Trustee Schick shared the monthly report
• Zoning Report – Lamoreaux shared the monthly report.
• Blight Report – Lamoreaux shared the monthly report.
• Supervisor’s Report:
o Koshar shared a Social District for The Rock at Big Fish Lake that would need to be approved by the board. Motion by Koshar, seconded by Plummer, to approve the application from “The Rock” for a Social Distance Permit. All Ayes (Hess absent) – Motion Carried
o Koshar shared an additional road to repair in the township. The estimate to repair Elm Drive is for $14,435.46. Motion by Koshar, supported by Plummer, to approve the estimate to repair Elm Drive. Roll call vote: Ayes: Koshar, Mroz, Schick, and Plummer. Absent: Hess. Motion Carried
o Koshar requested to pursue an ordinance created for Data Centers, in addition to our current temporary moratorium. Motion by Mroz, supported by Plummer, to all Koshar to pursue an ordinance created for Data Centers. Roll Call vote: Ayes: Mroz, Plummer, Koshar, Schick – Absent: Hess – Motion Carried
New Business:
• CDBG Housing Grant Rehab Administration – Seth Carlson, representing Hawthorn Rural Solutions, LLC, shared information regarding their proposal to become the third-party administrator the CDBG Home Improvement Project Grants, a MSHDA MI Neighborhood Program. Additionally, Market One submitted a proposal. Motion by Koshar, seconded by Mroz, to approve Hawthorn Rural Solutions, LLC to become the third-party administrator for the CHILL Grant. All Ayes (Hess absent) motion carried.

Supervisor Koshar called the meeting to order at 11:01am.
Roll Call: Present: Koshar, Schick, and Plummer – Absent: Hess, Mroz
Motion by Schick, seconded by Koshar, to approve the resolution to add the Police/Law Enforcement proposal to the August 2026 ballot. Ayes: Koshar, Schick, and Plummer – Nays: N/A – Absent: Mroz, Hess. Motion carried
Motion by Koshar, seconded by Schick, to adjourn at 11:04am. All ayes – motion carried Respectfully submitted,
