Marcellus Township Regular Board Meeting – March 17, 2026

   Supervisor Koshar called the meeting to order at 6:00pm and led the Pledge of Allegiance.

   Roll Call: Koshar, Mroz, Schick, Hess, and Plummer

   Motion by Koshar, seconded by Hess, to approve the agenda of the February 17, 2026, meeting. All Ayes – motion carried

   Motion by Hess, seconded by Mroz, to approve the minutes of the January 20, 2026 meeting as presented. All Ayes, motion carried.

   Motion by Mroz, support by Hess, to approve the bills in the amount of $28,541.75. Roll call vote: Ayes – Koshar, Hess, Mroz, Schick, and Plummer. Motion Carried.

   Treasurer Mroz shared the monthly treasurer’s report. Motion by Hess, support by Plummer, to accept treasurer’s report as presented. All Ayes – motion carried

REPORTS:
• Cass County Sheriff’s Department Report – Undersheriff Schuur shared the monthly report.

• Planning Commission: The planning commission met and finalized the short-term and long-term ordinances. The application fee is $750 for the first year and $350 for renewal. Motion by Koshar, seconded by Hess, to amend the 2025-001 and 2025-002 ordinances to amend the registration fees to $750 for initial application and $350 for renewals. All Ayes – Motion Carried

• Sexton Report – Sexton Grames shared the sexton report.

• Commissioner Northrop – Commissioner Northrop shared information from the Commissioner’s board.

• MAESA – N/A

• Zoning Report – Lamoreaux shared the monthly zoning report.

• Blight Report – Lamoreaux shared the monthly blight report.

• Supervisor’s Report:
o Koshar shared a resolution for the Board of Review to set an alternate date for the December 2026 Board of Review. Motion by Koshar, seconded by Mroz, to approve the resolution. All Ayes, motion carried. Motion by Koshar, seconded by Hess, to approve the resolution to set an alternate date for the July Board of Review. All Ayes – Motion Carried. Additionally, the Resolution for the Poverty Exemption Income Guidelines was shared for approval. Motion by Koshar, seconded by Plummer, to approve this resolution. All Ayes – motion carried. Koshar shared the supervisor’s report.

o Koshar shared an intergovernmental agreement for Weed Abatement, along with Volinia Township. Motion by Koshar, supported by Hess, to approve this agreement. All Ayes – motion carried.
