Marcellus Township Regular Board Meeting Minutes, April 15, 2025

Supervisor Koshar called the meeting to order at 6:00pm and led The Pledge of Allegiance Roll Call: Koshar, Mroz, Hess, Schick, and Plummer

   Motion by Hess, seconded by Mroz, to approve the agenda as presented. All Ayes – Motion carried.

   Motion by Schick, seconded by Hess to approve the amended February 18, 2025, minutes as amended. All Ayes – Motion Carried. Motion by Hess, seconded by Koshar, to approve the minutes from March 18, 2025, meeting. All Ayes – motion carried.

   Motion by Koshar, support by Mroz, to pay the bills, including the four added for a total of $29,484.73, as presented. Roll Call: Ayes: Koshar, Hess, Schick, Mroz and Plummer. Motion Carried

   Motion by Hess, support by Plummer, to accept treasurer’s report as presented. All Ayes – motion carried. 

REPORTS:
• Cass County Sheriff’s Department Report – Undersheriff Tim Schuur recognized the first responders county-wide for their hard work during the most recent storms in the County.

• Planning Commission: PC member Debra Hess reported that the group met with EGLE regarding the upcoming Solar Project. Additionally, Allison Smith shared the upcoming changes to the medical and adult-use marihuana ordinances. These will go to the Planning Commission and then be brought before the board for approval.

• Sexton Report – Sexton Grames reported the clean-up after the most recent storm. In a different location, he shared clean-up of fallen trees and damaged a shed at the Hudson Memorial Building.

• Commissioner Northrop – N/A

• MAESA – Schick shared the monthly MAESA report

• Planning Commission – PC member Debra Hess shared that the commission met on April 9 to approve the addition of two greenhouses at Seed & Till on Huff Road. The owner must also make repairs as a condition of the approval.

• Zoning Report – Lamoreaux shared the monthly zoning report.

• Blight Report – Lamoreaux shared the status of blight clean-up projects that were completed.

• A motion was made by Koshar, seconded by Schick, to hire Zoe Ward to do administrative assistant work for the township, including administrative assistant work for the cemetery sexton, blight administrator, zoning administrator and planning commission. This would be for up to 25 hours per week at $25/hour. It will be effective April 15, 2025. Roll call vote: Ayes: Koshar, Mroz, Hess, Schick, and Plummer. Motion Carried.

• Supervisor’s Report:
o A new fee schedule was shared by zoning administrator. Motion by Hess, seconded by Plummer, to accept the Marcellus Township Fee Schedule. All Ayes – Motion carried. This fee schedule will be added to the Nuisance Ordinance – 2017-01, section 6.
o Koshar shared that a group of college students from the Flint area will be coming to Bly Cemetery in May to share how to make certain repairs.
o Koshar shared the plan to repair roads this year. Moved by Koshar, seconded by Hess, to repair Meddolane, Cranberry St., Bent St., Burlington Rd., and Steninger Rd., per the information shared with the board. Roll Call vote: Ayes – Koshar, Mroz, Plummer, Schick, and Hess. All Ayes – Motion Carried.

Motion by Hess, seconded by Schick, to adjourn at 7:31 pm. All ayes – motion carried Respectfully submitted,
