Marcellus Township Regular Board Meeting Minutes December 19, 2023

The Marcellus Township Board met on Tuesday, December 19, 2023, at 6:00 p.m. at the Marcellus Township Hall, 13163 Marcellus Highway, Marcellus. The meeting was called to order by Supervisor Ed Koshar at 6:00 p.m.

The Pledge of Allegiance was led by Supervisor, Ed Koshar.

Roll call was taken, present: Mroz, Schick, Koshar, Hess; Plummer absent.

The agenda was amended to add the approval of the amended 2023 budget for MAESA. Hess made a motion to approve the agenda with the change, Mroz supported the motion, all ayes, motion carried.

Schick made a motion to approve the minutes of the December meeting, Hess seconded the motion, all ayes, motion carried.

Accounts payable: Bills were added for pay to the Planning Commission, Zoning Board of Appeals and land divisions. Koshar made a motion to pay the bills with the additions, Mroz seconded the motion. Roll call vote Ayes: Schick, Koshar, Hess & Mroz; motion carried.

A motion was made by Schick to approve and put on file the Treasurers report, Hess seconded the motion; all ayes, motion carried.

Public Comment: Terisa Jones

Sheriff’s report: Sheriff Benke presented the police budget with the agreement for 2024. Hess made a motion to accept the budget and sign the agreement with Schick supporting the motion. Roll call: Ayes: Hess, Mroz, Schick & Koshar. Motion passed.

Sexton – no report

Commissioner – no report

MAESA report made by Matt Schick. The amended budget was presented for approval. Schick made a motion to adopt the amended budget with Koshar seconding the motion. All ayes, motion passed. Koshar made a motion to donate to the Fire and Ambulance fund $30,000 from the marijuana licensing & permit fees fund, Schick seconded the motion. Roll call: ayes: Koshar, Schick, Mroz, & Hess, motion passed.

Planning Commission is working on Lake Residential ordinance to approve at January meeting to present to township board at the regular board meeting in January.

Supervisors report: Received a quote to add metal edging and stone around the trees by Greg Grames for $10,500. Hess made a motion to accept the quote with Schick seconding the motion. Roll Call, ayes: Hess, Koshar, Schick & Mroz. Motion passed. The resolution for the additional pay for the election work was tabled to have further discussion with the clerk at the next meeting. The electrical inspection permit bill has not been turned in for months and no checks for permits have been cashed. Discussion to resolve the issue was held giving the building inspector a month to rectify the problem. The agreement for MEC Broadband grant for broadband was approved. The township would need to commit to paying $50,000 in addition to the grant. Motion by Koshar to pay the $50,000 for the expansion of the broadband internet seconded by Schick. Roll call, ayes: Schick, Mroz, Koshar & Hess. Motion passed. Supervisor met with Ranger Powar Solar company regarding the solar farm. Project is being renegotiated due to new property owner wanting to join the project. Meeting with new accounting firm.

Seber Trans will be doing the audit. The township will no longer be using Tim Hutchins PLC as the accountant. The township will be using SCPro.net/Seigfried Crandal. A bill was received by the road commission for a speed sign on Red Run Road for $550. Hess made a motion to pay the bill out of the general fund and reimburse the road fund when funds become available, Koshar seconded the motion. Roll call, ayes: Schick, Hess, Koshar & Mroz; motion passed. The Saddlebag construction fund will need to reimburse the property owners that paid the special assessment in full. Koshar made a motion to approve the refund, Hess seconded the motion. Roll call, ayes: Schick, Mroz, Koshar & Hess, motion passed.

A LASA special assessment needed to be removed from the tax bill of Brian Gonder. Koshar made the motion to remove the assessment with Mroz seconding the motion. Roll call, ayes: Hess, Mroz, Koshar & Schick, motion passed.

Public comment: Terisa Jones presented an appeal filed against the ZBA and township board for variance granted to Szabo property.

Hess made a motion to adjourn the meeting, Schick seconded the motion. All ayes, motion passed. Meeting adjourned at 7:21 p.m.
