Marcellus Township Regular Board Meeting Minutes – November 21, 2023

Trustee Schick called the meeting to order at 6:00pm and led the pledge of allegiance. Roll Call: Schick, Hess, Mroz, and Plummer – Absent: Koshar

Motion by Mroz, second by Hess, to approve the agenda – All Ayes – motion carried

Motion by Hess, second by Mroz, to approve the minutes from the October 17, 2023, as presented. All ayes – motion carried.

Motion by Hess, support by Mroz, to pay the bills as presented. Roll Call: Ayes: Mroz, Schick, Hess, and Plummer. Absent: Koshar Motion Carried

Motion by Plummer, support by Hess, to accept treasurer’s report as presented. All Ayes – motion carried.

Public Comments:
A resident inquired about how the Zoning Board of Appeals members were appointed and how they were trained. They were informed that the Supervisor appoints the members, and the Board approves. As far as training is concerned, there is no formal training that we are aware of. Classes may be taken, if necessary, through the Michigan Townships Association.

REPORTS:
• Cass County Sheriff’s Department Report – Sheriff Behnke shared a flyer for Christmas With the Animals that was held at Animal Control on Saturday, December 2nd. They are also planning three rabies clinics. He also made us aware of a theft ring where larger items were stolen and attempting to sell on Facebook Marketplace. Suspects were captured and items were recovered.
• Sexton Kruger – No report
• Commissioner Locke shared an update on the Courthouse renovations. After all renovations have been completed there will be an Open House. The offices currently housed in the old courthouse will be moved to the newly renovated area, allowing for more room.
• MAESA – Schick presented report for MAESA board and discussion followed.
• Planning Commission – No Report
• Blight Report – N/A
• Supervisor’s Report: N/A New Business
• Consumer’s Energy Franchise Renewal – Allows Consumer’s Energy to be the vendor for the Township. Motion by Hess, seconded by Plummer, to approve the renewal of the Consumer’s Energy Franchise. Roll call: Ayes: Hess, Schick, Mroz, and Plummer. Absent – Koshar Motion Carried
• Treasurer Mroz reported that we are in compliance with ARPA funds reporting. Public Comments

Motion by Schick, support by Hess, to adjourn at 6:27 pm. All Ayes – Motion carried.
