Marcellus Township Regular Board Meeting Minutes, October 15, 2024

Supervisor Koshar called the meeting to order at 6:00pm and led the pledge of allegiance. Roll Call: Koshar, Hess, Mroz, Schick, and Plummer

   Hess amended the agenda to add pay for supervisor and trustees under new business. Motion by Hess, seconded by Schick, to approve the agenda as amended. All Ayes – motion carried.

   Motion by Koshar, seconded by Hess, to approve the minutes from the September 17, 2024, meeting as presented. All Ayes – motion carried.

   Mroz shared a couple of late additions to bills for payment. $23.32 to Clerk Plummer for mileage to Election Meeting. $1,296.44 to Zoning Solutions. After discussion, the bill for Zoning Solutions will not be approved at this time. The new total for bills will be $78,542.15. Motion by Hess, support by Mroz, to pay the bills as amended, with the exception of Zoning Solutions. Roll Call: Ayes: Koshar, Schick, Mroz, Hess, and Plummer. Motion Carried

   Motion by Koshar, support by Plummer, to accept treasurer’s report as presented. All Ayes – motion carried.

Public Comments: David and Jane DeHart, from the Cranberry Lake area, asked if there had been any further discussion regarding festivals and traffic on their road and the dangers. Supervisor Koshar will be speaking to the township attorney to see if there is anything that can be done.

REPORTS:
• Cass County Sheriff’s Department Report – Undersheriff Roach shared that two new deputies are out on field training. Others will be starting at the academy soon.
• Planning Commission: N/A
• Sexton Report – Reports 4 cremations and 3 burials
• Commissioner Locke – N/A
• MAESA – Trustee Schick shared the monthly MAESA report.
• Zoning Report – None
•Blight Report – None

• Supervisor’s Report:
o Supervisor Koshar shared a bill from Davis & Associates Accounting. Motion by Plummer, seconded by Hess, to approve payment of the invoice in the amount of $400. All Ayes – Motion Carried

o A resolution was shared to acknowledge the work of Jennifer Jones-McClain for her work as President of the Marcellus Township Wood Memorial Library. Motion by Koshar, seconded by Hess, to approve the resolution. All Ayes, motion carried.

o Shared the annual report from Steelhead (Solar)

o Marcellus Township qualifies for the City/Village/Township revenue sharing (CVTRS) projections.

New Business: It was discussed at the budget workshop to approve pay increases due to the amount of workload over the last three years, for the Township Supervisor and Trustees. Motion by Hess, seconded by Schick to approve pay increases to $25,000/annually for the Supervisor and $50 per month for the Trustees. Roll call vote: Ayes: Schick, Hess, Mroz, and Plummer – Abstain: Koshar – Motion Carried
