Supervisor Koshar called the meeting to order at 6:00pm and led the Pledge of Allegiance
Roll Call: Koshar, Mroz, Schick, Hess, and Plummer
Motion by Schick, supported by Hess, to approve the agenda, as amended for the October 21, 2025, meeting. All Ayes – motion carried
Motion by Hess, seconded by Mroz, to approve the minutes of September 16, 2025 meeting as presented. All Ayes – Motion Carried.
Motion by Koshar, support by Hess, to pay the bills as presented in the amount of $152,478.50. Roll call vote: Ayes – Schick, Mroz, Hess, Koshar, and Plummer. Motion Carried.
Treasurer Mroz shared winter and summer tax bill examples and what each line item was and where the money went. Motion by Plummer, support by Hess, to accept treasurer’s report as presented. All Ayes – motion carried.
REPORTS:|
• Cass County Sheriff’s Department Report: Undersheriff Schurr reports that the new deputies are faring well. He also introduced the new township deputy, Jason Higley.
• Planning Commission: The Commission had two special use meetings planned.
• Sexton Report: Sexton Grames reports 1 burial and 1 foundation. There is a water issue at the cemetery, and a quote was received from Thomas Mosier Well Drilling. Motion by Koshar, supported by Hess, to approve the quote, not to exceed $1980. Roll call vote: Ayes: Koshar, Hess, Mroz, Schick, and Plummer – All Ayes – Motion Carried. Koshar reports that one of the trees at the cemetery died. Wedel’s will replace that tree. He also quoted two additional trees for $1624. Motion by Schick, supported by Hess, to approve the two additional trees. Roll call vote: Ayes: Hess, Mroz, Schick, Plummer, and Koshar. All Ayes – Motion Carried.
• Commissioner Northrop: Commissioner Northrop reported that some of the Federal Grants have been delayed due to the government shutdown.
• MAESA: Schick shared the monthly MAESA report.
• Zoning Report: Lamoreaux shared the monthly zoning report.
• Blight Report: Lamoreaux shared the status of blight clean-up projects that were completed.
• Supervisor’s Report: Koshar shared the supervisor’s report.
o We have lost the CTVRS revenue sharing. Several revenue sharing funds were cut for rural townships.
o It was shared that Zoe Ward was appointed to assist the township board, cemetery sexton, planning commission, zoning commissioner, and blight officer.
o Cripps Excavating repaired the fire lane at the end of Loveridge to give the fire department better access.
o The cost for short-term rental owners was discussed. Motion by Schick, seconded by Hess, to table the fee for short-term rentals. All Ayes – Motion Carried
New Business:
• Rick Behnke addressed the board regarding the new Cass Family Mobile Clinic. They are looking to come into the community a few days per month. Flyers were shared and will be posted throughout the community. They are looking for support from the board for a place to register people. Motion by Koshar, seconded by Hess, to allow the Cass Family Mobile Clinic to use the Township Hall when needed. All Ayes – Motion Carried.
• Village Clerk, Jacqueline Terrill, addressed the board regarding equipment for the Ray Gyllstrom Memorial Park. She looked for support from the board in the amount of $23,000. She has applied for grants from GameTime and will also contact the AEP Foundation for money, after she hears from GameTime. Motion by Koshar, seconded by Hess, to table to board’s decision. All Ayes – Motion Carried
• Clerk Plummer shared a request from the Cass County Clerk for each jurisdiction to pay $800 per election in 2026 to rent a venue for the nine days of early voting countywide. Discussion following. Motion by Koshar, seconded by Hess, to commit $800 per election, for 2026. Roll call vote: Ayes: Schick, Koshar, Hess, Mroz, and Plummer. Motion carried
• The issue of paying people for attending extra meetings, for projects, etc. was addressed. The board agreed that extra pay would not be given for extra projects.
• The board discussed finding an attorney to advise how the marijuana funds can be spent. Motion by Koshar, seconded by Hess, to retain Devin Loker as our marijuana licensing and permit attorney and pay him a $2500 retainer fee. Roll call vote: Ayes: Koshar, Hess, Schick, Mroz, and Plummer. Motion Carried

• Motion by Koshar, support by Hess, to approve the special use permit application by Mitten Extract. All Ayes – Motion Carried
