Marcellus Township Regular Meeting Minutes

Supervisor Koshar called the meeting to order at 6:00 and led the Pledge of Allegiance.

Roll call:  Hess, Hutson, Koshar, Mroz, Schick.

Moved by Hess, supported by Schick, to adopt the agenda as presented.  All ayes, motion carried.

Moved by Schick, supported by Mroz, to approve as presented and place on file the minutes of the February 14, 2020 regular Meeting.  All aye, motion carried.

   Moved by Koshar, to authorize payment of bills as presented.  Roll call vote.  Ayes:  Hess, Hutson, Koshar, Mroz, Schick.  Nay:  None.  Motion carried.

   Moved by Hess, supported by Hutson, to approve the Treasurer’ Report.  All ayes, motion carried.

PUBLIC COMMENTS None

REPORTS

1. Sheriff Department Undersheriff Roach reminded residents to lock their cars.

2. Cemetery Sexton Kruger reported no activity.

3. Cass County Commissioner File discussed the County Planning Commission working on Solar Ordinances.

4. MAESA – is working on an ordinance to allow additional ways to do billing for runs.

5. Planning Commission – holding 3 special meetings.

Moved Koshar, supported by Hess, to approve the proposed Zoning Ordinance Amendment Non-Conforming Manufactured Home, and other living quarters be adopted and printed in the newspaper to become effective upon publication.  Roll call vote.  Ayes:  Hess, Hutson, Koshar, Mroz, Schick.  Nays:  None.  Motion carried.

6. Supervisors Report- Building Inspector requested the board approve the current data sheet to record cost of construction, social distancing, amendment to Zoning Ordinance, using COVID relief money for township building, changing marihuana permits.

   Moved by Koshar, supported by Schick, that the Building Valuation Data updated every February and August with the up-to-date cost of construction be used each time they are updated. Ally ayes, motion carried.

   Moved by Koshar, supported by Schick, to approve using ARAP money for $10.000.00 updates and repairs on the township hall.  Roll call vote.  Ayes:  Hess, Hutson, Koshar, Mroz, Schick.  Nays:  None.  Motion carried.

   Moved by Koshar, supported by Schick, to approve the Outside Social District for the Rock.  All ayes, motion carried.   Moved by Koshar, supported by Schick, to give up one indoor license, fencing, 24/7maned coverage.  All ayes, motion carried.

  Moved by Koshar, supported by Hess, to expand processing licenses to 4, 2 medical, 2 adult.

   Roll call vote:  Ayes all ayes, motion carries.

  Moved by Koshar, supported by Hess, to eliminate one dispensary .  Roll call vote.  Ayes:  Hess, Hutson, Koshar.   Nays: Mroz, Schick.  Motion carried.

NEW BUSINESS

1. Dust Control

Moved by Hess, supported by Koshar to approve the cost of the dust control for $21,697.60 using a 42 % solution to only have to treat one time during the season.  Roll call vote.  Ayes:  Hess, Hutson, Koshar, Mroz, Schick.  Nay:  None.  Motion carried.

2. Spring Clean up

Moved by Mroz, supported by Koshar, that the township have Spring Clean up, starting  April 1st and the last day to be June 15th.  Roll call vote.  Ayes:  Hess, Hutson, Koshar, Mroz, Schick.  Nays:  None.  Motion carried.

PUBLIC COMMENTS.

Moved by Hess, supported by Hutson, to adjourn the meeting.  All ayes, motion carried.  Time:  7:45 P.M.
