Supervisor Koshar called the meeting to order at 6:00pm and The Pledge of Allegiance was led by Roll Call: Koshar, Mroz, Hess, Schick, and Plummer
Motion by Hess, seconded by Schick, to approve the agenda as presented. All Ayes, Schick absent – Motion carried.
Motion by Hess, seconded by Mroz, to approve the minutes from January 21, 2025, meeting. All Ayes – motion carried.
Motion by Koshar, support by Hess, to pay the bills as presented. Roll Call: Ayes: Koshar, Hess, Schick, Mroz and Plummer. Motion Carried
Motion by Hess, support by Plummer, to accept treasurer’s report as presented. All Ayes – motion carried.
REPORTS:
• Cass County Sheriff’s Department Report – Undersheriff Tim Schuur reminded members to lock their cars as there have been a rash of break-ins in the area.
• Planning Commission: PC member Debra Hess reported that the group met with EGLE regarding the upcoming Solar Project. Additionally, Allison Smith shared the upcoming changes to the medical and adult-use marihuana ordinances. These will go to the Planning Commission and then be brought before the board for approval.
• Sexton Report – None
• Commissioner Northrop – N/A
• MAESA – Schick shared the monthly MAESA report
• Zoning Report – Lamoreaux shared the monthly zoning report.
• Blight Report – Lamoreaux shared the status of blight clean-up projects that were completed.
• Supervisor’s Report:
o Koshar presented a resolution to claim Unclaimed Funds found on the Michigan Department of Treasury website. Motion by Schick, seconded by Hess, to approve resolution to allow Koshar to file for Unclaimed Property. All Ayes – Motion Carried
o Koshar made a motion to approve the Aquatic Weed Control contract for 2025, seconded by Hess. Roll call vote: Ayes – Hess, Koshar, Mroz, Schick, and Plummer. All ayes – motion carried
o Koshar shared a bid from Brandon Wisher to install gutters and roof ice bars at the Township Hall. Motion by Hess, seconded by Mroz, to approve the bid not to accept $5,322. Roll call: Ayes – Schick, Mroz, Hess, Koshar, and Plummer – motion carried.
New Business
• Christine Nofsinger and Seth Carlson shared information regarding the MI Neighborhood Grant which is available through MSHDA for rural housing. They are working with Sarah Ayers, who would help write
the grant. There is over $8M available to be awarded. Motion by Koshar, seconded by Hess, to pay Hawthorn Group $1500 to initiate the MI Neighborhood Grant. Roll call vote: Ayes: Hess, Koshar, Schick, Mroz, and Plummer. – All Ayes – motion carried
• Kyle Brown shared concerns regarding bids not being sought for the cemetery sexton position. It was shared that multiple bids had been received for the position.
• Terisa Jones asked if the website could be updated with members of Township committees, i.e., Planning Commission and Zoning Board of Appeals. It was stated that this would be taken care of, and the lists would be posted. Additionally, could the Zoning ordinances be posted to the website. This is a work-in- progress and will be handled.
• Koshar made a motion not renewing the contract with sexton B&J Lawn Service and hire Greg Grames as sexton, seconded by Hess. Roll call vote: Ayes – Mroz, Schick, Hess, and Plummer. Motion Carried.
• Koshar shared the approval from for the Solar Project. 50% will be paid upon start of project and 50% will be paid when the project is completed.
• The Cass County Road Commission sent the information for Dust Control for 2025. Motion by Plummer, second by Mroz, to approve $25,821.60 for dust control. Roll call vote: Ayes – Hess, Mroz, Schick, Koshar, and Plummer. All Ayes – Motion Carried.
