MarcellusTownship Meeting Minutes

May 16, 2023

The Meeting was called to order at 6:00 pm on Tuesday, May 15, 2023, at the Marcellus Township Hall. The pledge of Allegiance was led by our township officer, Deputy Joe Sheteron.

Present at the meeting were: Ed Koshar, Supervisor, Matt Schick, Trustee, Don Hess, Trustee, LeeAnn Mroz, Treasurer. Absent Township Clerk, Darcie Plummer.

Approval of the Agenda – Don Hess with a second of Matt Schick. Approval passed.

Approval of Minutes from last meeting – Don Hess with a second of LeeAnn Mroz. Approval passed.

Accounts Payable – Ed Koshar with a second of LeeAnn Mroz, Roll Call vote all ayes, absent Clerk Darcie Plummer.

Treasurer’s Report – Ed Koshar with a second of Don Hess. Treasurer’s Report accepted. Public Comments – None

Sherriff’s Report – Deputy Joe Sheteron informed us that the new squad car for Marcellus Township is in. He will have some new hires with him in the next couple of weeks. Changing up some of the days and hours.

Cemetery – No Report

Commissioners Report – No Report

MAESA – Matt Schick gave the MAESA report. There is an insurance payment coming due soon. Discussion followed.

Planning Commission – No Report

Blight Report – Greg Grames gave an update on properties considered for blight and red tags. He also stated that he gave out 80 dump passes.

Supervisor Ed Koshar – Discussion on LASA payment and ARPA report. Discussion regarding LASA fees. users will go from $55.00 to $56.00 per month for user fees. Matt Schick made a motion to approve the resolution to set sewer rates and charges for Lakes Area Sewer Authority, seconded by Ed Koshar, Roll call vote, all ayes, absent Clerk Darcie Plummer.

Contract # 23-05-11 from Cass County Road Commission regarding pavement markings. Don Hess made a motion to approve the contract, seconded by Matt Schick, Roll call vote, all ayes, absent Clerk Darcie Plummer. 

Discussion regarding a grant for $10,000.00 that the Fire/Ambulance may apply for, Matt Schick will talk with Roxanne. The deadline to apply is June 30, 2023. The revenue sharing for this year will increase by 5%. Broadband funding – Ed Koshar will check with MEC for further details.
