MICHIGAN STATE HOUSING DEVELOPMENT AUTHORITY COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS
FOR TIERED PROJECTS AND PROGRAMS

On or about February 5, 2025, the Village of Marcellus will request the Michigan State Housing Development Authority(MSHDA) to release Community Development Block Grant (CDBG) funds
under Title I of the Housing and CommunityDevelopment Act of 1974, as amended.
Program funds will be used to undertake a project known as **Village of Marcellus CHILL HIP** for the purpose ofhomeowner rehabilitation to approximately **15 homes** within the limits of the Village of Marcellus. The total estimatedproject cost is **$483,000**.
The activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements.
Tier 1 Environmental Review
The Tier I Review covers the geographic area defined as: **Village of Marcellus**. All environmental compliance factors applicable to this target/geographic area have been reviewed for compliance, and all supporting documentation is provided. The **58.6 environmental factors have been included in the Tier I Statutory Checklist. Environmental impacts that will vary by site have been identified as needing a “site-specific review” and will be resolved in the **Tier II review** when specific project locations are known.
Upon completion of the Tier I Review, Local Units of Government will publish or post the review for public comment.Following the public comment period, the Request for Release of Funds and Certification will be forwarded to the Michigan State Housing Development Authority.
Environmental Impact Statement
There appear to be no negative environmental impacts from the implementation of this project.
Tier II reviews will address the following environmental factors: Contamination and Toxic Substances, Historic Preservation (SHPO), Floodplain Management, Noise Abatement and Control, Historic Preservation, Native American Tribes, and Environmental Justice.
Environmental Review Record (ERR)
The Environmental Review Record (ERR) will be available for public review
at the **Village of Marcellus, 177 East Main Street,Marcellus, MI 49067**, during normal business hours.

Any individual, group, or agency may submit written comments regarding the ERR. All comments should be mailed to:

All comments received by **February 4, 2025, by 5:00 PM Eastern Time** will be considered prior to requesting a release of funds.
ENVIRONMENTAL CERTIFICATION
The Village of Marcellus certifies to MSHDA that Jacqueline Terrill, in her capacity as the
**Village of Marcellus Clerk**, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforceresponsibilities in relation to the environmental review process and that these responsibilities have been satisfied. MSHDA’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Village of Marcellus to use HUD Program funds.
OBJECTIONS TO RELEASE OF FUNDS
MSHDA will accept objections to its release of funds and the Village of Marcellus’ certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are based on one of the following grounds:
- The certification was not executed by the Certifying Officer of the Village of Marcellus.
- The Certifying Officer omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part58.
- The grant recipient or other participants in the development process committed funds or incurred costs not authorized by 24 CFRPart 58 before approval of a release of funds by MSHDA.
- Another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to MSHDA – CDBG, 735 East Michigan Avenue, Lansing, MI 48912. Potential objectors should contact MSHDA to verify the actual last day of the objection period.
