The General Board Meeting, held at the Newberg Township Fire Department, was called to order on March 14th, 2022 at 7 pm. Present at the meeting was Rifenberg, Harvey, Covey, Van Heukelum and Duff. The minutes from the February 14th meeting were approved as written.
Reports:
Assessor: Nothing to report
Ordinance: Ordinance Enforcement Officer was present and several blight issues were discussed. He stated he was not able to work much on township business during the month of February.
Ambulance: Ambulance Director Jess Rifenberg reported twenty-seven (27) calls for the month of February; seventeen (17) Newberg, six (6) Porter, one (1) Penn Township, one (1) Marcellus, one (1) LaGrange, and one (1) Calvin. Director Rifenberg stated she had an applicant for on-station EMS personnel. Carrie Van Heukelum made a motion, supported by Covey, to hire Steve Schrader as EMT pending final interview. Motion carried unanimously by voice vote.
Fire: Fire Chief Forrester reported five (5) calls for the month of February; three (3) Newberg, two (2) Porter.
Sexton: Sexton Rifenberg reported twelve (12) full burials and eleven (11) cremation burials for the physical year.
Building: Nothing to report
Treasurer: Report is available for the month of February.
County Commission: Nothing to report.
Public Comment on Non-Agenda Items: Jim Kings, a representative for the Conservation District, notified the board that the permit for Soil Erosion and Sedimentation Control can take up to 18 months and the fines have doubled.

New Business:
Clerk Duff stated that an election will be held in May for the Constantine School District in Porter Township.
A representative from Rainbow Farms was present and notified the board of the events that they are planning on holding this year.
The board discussed different options for township payroll and computer financial programs. Duff made a motion, supported by Covey, to sign the contract and send first payment of $7450.00 to BSA Software. Motion carried unanimously by voice vote.
Duff made a motion, supported by Harvey, to contract with ADP Payroll System starting April 1, 2022 to provide payroll for Newberg Township employees. Motion carried unanimously by voice vote.
Van Heukelum made a motion, supported by Duff, to transfer money and amend the 2021-2022 budget $2500 from Capital Outlay Buildings to Software Expense, $2500 from Capital Outlay Other to Software Expense, and $500 from Elections – Professional Contract Service to Software. Roll Call Vote: “Aye” – Rifenberg, Duff, Van Heukelum, Covey, and Harvey. Resolution adopted.
Duff made a motion, supported by Rifenberg, to accept and sign the contract with Siegfried Crandall PC to provide the 2021-2022 fiscal year audit not to exceed $6700. Motion carried unanimously by voice vote.
Duff made a motion, supported by Van Heukelum, to accept the contract with the Cass County Road Commission to provide the dust control in the amount of 19,255.20.
Total Bills to pay– Motion made by Van Heukelum, supported by Covey, to pay the bills for the month of March in the amount of $20,690.19. Motion carried unanimously by voice vote.
