Election Commission Meeting October 9, 2024
Supervisor Oxley called the meeting to order at 6:45p.m. Members present – Oxley, Nesbitt, and Smith. Also present – Attorney Moraitis and five guests.

   Motion by Oxley with support by Nesbitt to appoint the following Election Inspectors for the November 5, 2024, Presidential Election:

Absentee Voter Counting Board:
Brenda Nesbitt, Republican – Chairperson, Receiving Board Elizabeth Lutz, Democrat, Receiving Board Claudine Osbourne, Republican

In Person Polling Location:
Karen Churchill, Republican – Co-Chairperson, Receiving Board Laurie Rice, Democrat – Co-Chairperson, Receiving Board Tammy Riggs, Republican, Mary Christine Roussell, Republican, Clint Sebastian, Democrat, Daphne Sebastian, Republican Martha Wright, Democrat

Voice vote – all yes. Motion passed.

   Motion by Nesbitt with support by Oxley to schedule the Public Accuracy Testing for Wednesday, October 30, 2024 at 6:00 pm. Voice vote – all yes. Motion passed.

   Motion by Oxley with support by Nesbitt to purchase food and drinks for Public Accuracy Testing and for Election Day to feed Election Workers, for all future elections. Roll call vote – all yes. Motion passed.

   Motion by Oxley with support by Nesbitt to adjourn the meeting at 6:52 pm. Voice vote – all yes. Motion passed.

Regular Meeting October 9. 2024
Supervisor Oxley called the meeting to order at 7:00p.m. Members present – Oxley, Bitely, Nesbitt, Packer, and Smith. Also present – Attorney Moraitis and eight guests.

    Motion by Nesbitt with support by Bitely to approve the minutes of the regular meeting on September 11, 2024. Voice vote – all yes. Motion passed.

   Motion by Bitely with support by Packer to approve the Treasurer’s report subject to audit. Voice vote – all yes. Motion passed.

   Motion by Nesbitt with support by Bitely to approve the bills as presented. Roll call vote – all yes. Motion passed.

   Motion by Bitely with support by Packer to approve quarterly budget amendment for the 2024/2025 fiscal year. Roll call vote – all yes. Motion passed.

   Motion by Smith with support by Nesbitt to adopt a resolution relative to Property Transfer Affidavits, to not assess any penalties for failure to file a transfer affidavit within the prescribed 45 days of the transfer of ownership. Roll call vote – all yes. Motion passed.

   Motion by Smith with support by Nesbitt to approve the KAM Assessing Contract Addendum dated October 9, 2024, addressing Land Split and Division fee payout. Voice vote – all yes. Motion passed.

   Motion by Nesbitt with support by Packer to approve the Zoning Administrator Contract Addendum dated October 9, 2024, addressing Land Split and Division fee payout. Voice vote – all yes. Motion passed.

   Motion by Nesbitt with support by Smith to approve updates to the Building Inspector/Official contract, regarding changes to permit application processing and fees. Voice vote – all yes. Motion passed.

   Motion by Smith with support by Bitely to approve updates to the Mechanical and Plumbing Inspector contracts, regarding changes to permit application and paperwork process, and fee payment. Voice vote – all yes. Motion passed.

   Motion by Smith with support by Nesbitt to approve updates to the Electrical Inspector contract, regarding changes to permit application and paperwork process, and fee payment. Voice vote – all yes. Motion passed.

   Motion by Bitely with support by Nesbitt to begin paying the Clerk a per diem for extra work associated with elections, retroactive to the beginning of the fiscal year, at a rate of $2000 per election. Roll call vote – Oxley, Nesbitt, Bitely, Packer – yes, Smith – abstain. Motion passed.

   Motion by Bitely with support by Nesbitt to adjourn the meeting at 8:01 pm. Voice vote – all yes. Motion passed.
