President Irwin called the regular meeting of the Marcellus Village Council to order at 7:00 p.m. on August 26, 2025, in the Marcellus Village Hall. Trustees present: Markle, Engstrom, Webb, Irwin, Haley M., Haley G. and Watts.

Motion by Haley M, supported by Markle, to approve the agenda as revised:
• Add Parks and Recreation under the President’s report.

Minutes
Motion by Webb, supported by Markle, to approve as presented and to place on file the minutes of the August 12, 2025, regular meeting. Ayes: All. Nays: None. Motion carried.
Bills
Motion by Haley G., supported by Engstrom, to authorize the payment of bills in the amount of $53,070.63. Roll call vote – Ayes: Irwin, Engstrom, Haley M., Haley G. and Webb. Nays: Watts and Markle. Motion carried.
Consent Agenda
Motion by Webb, supported by Engstrom, to receive and place on file the two items on the Consent Agenda. Roll call vote – Ayes: All. Nays: None. Motion carried.
President’s Report
Downtown Beautification Project
President Irwin read to the Council a letter he received from MDOT’s Kalamazoo office regarding the Downtown Beautification Project. This information has been forwarded to the Village attorney, as well as all others involved in this project. Village attorney, Daniel Hatch, plans to attend the September 9, 2025 to provide an update on this information.
Motion by Webb, supported by Irwin, to receive and place on file the certified letter from MDOT’s Kalamazoo office. Roll call vote- Ayes: All. Nays: None. Motion carried.
Parks and Recreation Report
Trustee Watts updated the Council and thanked Michael Clark, DPW supervisor and staff for help with removal of some dilapidated, no longer safe playground equipment at the Ray Gyllstrom/Lions Club Park. Some of the painting has been completed on equipment by the 2026 senior class of Marcellus High School, along with other volunteers.
Clerk’s Report
MSHDA CHILL and Mi Neighborhood Program Updates
Mi Neighborhood and CHILL email report from Seth Carlson received, stating the launch of Round 2 applications, with the potential for another 9 properties receiving assistance. All drawdown funds have been expended and reported. Work on homes has begun.
The Woods License Renewal
All requirements have been met for license renewal. Motion by Haley M, supported by Watts, to approve renewal of license for The Woods. Roll call vote-Ayes: All. Nays: None. Motion carried.
Joint Council, DDA and Planning Commission Meeting
Clerk reminded Council of the joint meeting with DDA and Planning Commission on October 7, 2025, at 6:00 p.m. at the Hudson Memorial Building to host MSU Training.
MDOT Title VI Certification Form
Renewal of Title VI Certification, stating that the Village has a plan and is not discriminating against anyone. Motion by Webb, supported by Irwin, to receive and place on file a copy of the annual Title VI certification with MDOT; the original has already been filed with MDOT. Roll call vote- Ayes: All. Nays: None. Motion carried.
Development Incentives Policy and Application for Review
After discussion, it was decided to table this until the next Council meeting on September 9, 2025, for any discussion and to approve and adopt.
Request to Schedule Public Hearing on September 9, 2025, for MSHDA MI Neighborhood 2.0 Housing Rehabilitation Program Application
Motion made by Markle, supported by Haley M, to schedule a public hearing and advertise accordingly for the MSHDA MI Neighborhood 2.0 Housing Rehabilitation Program Application. The Village proposes to request $472,000 in CDBG funds for additional homeowner rehabilitation of existing homes. Roll call vote- Ayes: All. Nays: None. Motion carried.
Personnel Committee
Motion made, supported by Haley M, to hire Cory Garman as the Village’s new DPW employee with a hire date of September 2, 2025. Roll call vote- Ayes: All. Nays: None. Motion carried.
Public Comment
Trustee Enstrom thanked Parks and Recreation, along with Joe Watts, students from Marcellus High School and several volunteers for the excellent job on the Ray Gyllstrom/Lions Club Park. The park is looking great and their hard work is very much appreciated. Markle also thanked the Blue Gill Frolic committee for another successful event this year, despite hardships they faced due to being away from its original Main Street location and with MDOT’s road resurfacing, etc. Markle also reminded the Council that there will be some special Planning Committee meetings held in September and October regarding the Parks and Recreation, as well as the Master Plan, and the importance of everyone’s attendance.
