President Irwin called the regular meeting of the Marcellus Village Council to order at 7:00 p.m. on February 28, 2023, at the Marcellus Village Hall Council Room. Trustees present: Markle, Engstrom, Welburn, Thomas, Haley and Webb.

Minutes
Motion by Webb, supported by Markle, to approve and place on file the minutes of the February 14, 2023, Regular Meeting. Ayes: All. Nays: None. Motion carried.
Bills
Motion by Thomas, supported by Welburn, to authorize the payment of bills in the amount of $29,639.16. Roll call vote – Ayes: Thomas, Markle, Engstrom, Haley, Webb, Irwin and Welburn. Nays: None. Motion carried.
Joelle Regovich – Abonmarche – Little League Ballfields
Village Council members, Joelle Regovich of Abonmarche and three representatives from the Marcellus Little League program, discussed a number of options for a potential Little League ballfield project in the Village of Marcellus. After a number of options, including size, room for expansion and affordability were reviewed, Irwin moved, supported by Thomas, to reschedule the conversation to after the Little League group has gathered more information regarding a potential new location and funding opportunities it may have. Roll call vote – Ayes: Irwin, Webb, Haley, Thomas, Engstrom, Markle and Welburn. Nays: None. Motion carried.
Consent Agenda|Motion by Webb, supported by Irwin, to receive and place on file all items on the consent agenda. Ayes: All. Nays: None. Motion carried.
President’s Report
Dust Control Quote
Motion by Irwin, supported by Thomas, to approve the quote from Southwestern Michigan Dust Control, Inc., for two applications, one in June 2023 and one in September 2023, at a cost not to exceed $3,200.00. Roll call vote – Ayes: Engstrom, Haley, Markle Thomas, Webb, Irwin and Welburn. Nays: None. Motion carried.
Manager/Clerk’s Report
Public Participation Plan
Manager/Clerk Terrill shared the Public Participation Plan (PPP) that is an annual requirement for the RRC process. Welburn moved, supported by Engstrom, to approve the PPP for 2023. Ayes: All. Nays: None. Motion carried.
Updated Village of Marcellus Water Supply System Emergency Response Plan
Manager/Clerk Terrill provided Village Council members with a copy of the updated Emergency Response Plan for the Village of Marcellus Water Supply System. The plan contains contact information for laboratories, contractors, nearby utilities, the Michigan Department of Environment, Great Lakes, & Energy and other important contacts to be used by Village officials, in case of an emergency or unavailability of the Village’s DPW employees. Motion by Webb, supported by Engstrom, to approve the plan and submit the plan to EGLE, after making a correction for the DPW Superintendent’s phone number. Ayes: All. Nays: None. Motion carried.
RAP Grant Funding Notice
Manager/Clerk Terrill shared the February 23, 2023, email communication from Sarah Snoeyink, Programs & Projects Manager for Market Van Buren. The email notifies the Village that it has been awarded a $225,170.00 grant for the Streetscape Revitalization Project application which was submitted by Manager/Clerk Terrill to Market Van Buren, for its inclusion in Southwest Michigan First’s Region 8 application to the MEDC for Revitalization and Placemaking Grant funding. Southwest Michigan First applied for $20 million in funding for Revitalization and Placemaking grant funds, and the application resulted in $7,910,999.00 in funding to be spread across five counties in Southwest Michigan.
The Village will enter into a sub-grant agreement with Southwest Michigan First no later than March
20, 2023, and the project work will coincide with the DWSRF water main/lead service line replacements on Main Street.
Midwest Gutter Systems Quote for 239 East Main Street (Faith Plastics and Marcellus Metalcasters Buildings)
Motion by Welburn, supported by Irwin, to approve and accept the quote from Midwest Gutter Systems for labor and materials to install gutters and downspouts on the Village-owned buildings occupied by Faith Plastics and Marcellus Metalcasters at a cost of $8,542.00. Roll call vote – Ayes: Webb, Markle, Haley, Engstrom, Irwin, Thomas and Welburn. Nays: None. Motion carried.
Planning Commission
Special Planning Commission Meeting March 1, 2023
Planning Commission Chair James R. Thomas, Jr., reminded Council members that the Planning Commission has scheduled another Special Meeting for March 1, 2023, for further review and updates to the Village’s Master Plan.
