President Irwin called the regular meeting of the Marcellus Village Council to order at 7:00 p.m. on December 29, 2022, at the Marcellus Village Hall Council Room. Trustees present: Markle, Engstrom, Welburn, Thomas, Haley and Webb. Note: Trustee Muriel Thomas was formerly known as Muriel Oswalt.
Agenda
Motion by Thomas, supported by Engstrom, to approve the agenda as presented. Ayes: All. Nays: None. Motion carried.
Minutes
Motion by Webb, supported by Markle, to approve and place on file the minutes of the December 13, 2022, Regular Meeting and the December 15, 2022, Special Meeting. Ayes: All. Nays: None. Motion carried.
Bills
Motion by Thomas, supported by Haley, to authorize the payment of bills in the amount of $58,539.46. Roll call vote – Ayes: Haley, Irwin, Markle, Webb, Engstrom, Thomas and Welburn. Nays: None. Motion carried.
Consent Agenda
Motion by Webb, supported by Thomas, to receive and place on file all items on the consent agenda, and to bring the Council’s attention to the notice provided by EGLE regarding Lead and Copper Monitoring of Drinking Water Taps. The notice calls for specific language to be included in the Village’s annual Water Quality Report, due to one of the samples testing over the limit for copper. Ayes: All. Nays: None. Motion carried.
Clerk’s Report
Resolution 2022-13, Re-Establishing Sewer Rates for Village Wastewater and Treatment
Motion by Irwin, supported by Welburn, to adopt Resolution 2022-13, amending water rates to reflect the previously established two-percent annual increase and to publish the resolution in The Marcellus News on January 5, 2023. These rates become effective January 1, 2023, first appearing on the January 2023 bill. Roll Call Vote – Ayes: Engstrom, Markle, Webb, Haley, Welburn, Thomas and Irwin. Nays: None. Motion carried.
Resolution 2022-14 – Resolution Re-Establishing Rates for Village Water Supply Service and Resolution 2022-15 Re-Establishing Rates for Garbage Disposal and Recycling Services
Motion by Irwin, supported by Webb, to adopt Resolution 2022-14, amending water rates to reflect the previously established two-percent annual increase; and to adopt Resolution 2022-15, amending rates to reflect the annual three-percent annual increase as established in the contract with Michiana Recycling and Disposal Services, and to publishthese resolutions in The Marcellus News on January 5, 2023. These rates become effective January 1, 2023, first appearing on the January 2023 bill. Roll call vote – Ayes: Irwin, Engstrom, Welburn, Markle, Thomas, Haley and Webb. Nays: None. Motion carried.
December 2022 Village Newsletter
Motion by Webb, supported by Irwin, to receive and place on file the December 2022 Village Newsletter, and to forward a copy of the article titled, “Flushable vs Biodegradable – Please be Aware of the Difference” from the December 2022, Village of Marcellus Newsletter to The Marcellus News for publication, and to post the article on the Village’s website and social media site. Roll call vote – Ayes: Engstrom, Thomas, Webb, Welburn, Markle, Irwin and Haley. Nays: None. Motion carried.
2022 and 2023 Water Budget Amendments
Budget Amendments
Motion by Webb, supported by Markle, to amend the budget
for the Village’s Water Fund for 2022 and 2023 due to updated engineering expenses and grant revenues for the Village’s DWSRF project. Roll call vote – Ayes: Welburn, Webb, Haley, Thomas, Irwin, Markle and Engstrom. Nays: None. Motion carried.
