President Irwin called the regular meeting of the Marcellus Village Council to order at 7:00 p.m. on April 23, 2024, in the Marcellus Village Hall. Trustees present: Markle, Welburn, Thomas, Haley and Webb. Trustee Engstrom was absent.

Cass County Leaders Meeting 04/17/2024
Manager/Clerk Terrill shared information from the April 17, 2024, Cass County Leaders Meeting that was held at the Emergency Operations Center, 130 N. Broadway Street, Cassopolis, Michigan and brought attention to the following items from the meeting agenda:
1. Tax Sharing Policy – The Cass County Board of Commissioners is currently reviewing an update to Tax Sharing Agreements policy. Because some State tax capture and abatement statutes allow counties to exempt its taxes from capture or abatement and enter into agreements with the local unit to share tax levies, the County wishes to make sure local units meet the conditions outlined in its policy before any request for tax capture or abatement is authorized by the Cass County Board of Commissioners. Listed below are examples of tax capture or tax abatements that are authorized by statute:

Leaders in attendance discussed the need for ambulance services and the need for solutions to the need for and funding for these services.
3. It was learned from Cass County Conservation District Administrator Korie Blyveis that the Village of Marcellus did not have a Soil Erosion Permit for its current construction project(s). Manager/Clerk Terrill has talked with the Village Engineer and a representative of Balkema Excavating, Inc. who are now working to obtain the required permit.

Quote – J.C. and Sons, Inc. – Tree Removal, Trim and Stump
Motion by Irwin, supported by Haley, to approve the quote from J.C. and Sons, Inc. in the amount of
$4,000 for tree removal, stump grinding and cleanup and trimming for three problem trees in the Village. Roll call vote – Ayes: Webb, Haley, Thomas, Irwin and Welburn. Markle Abstained. Nays: None.
