President’s Report
SAFEbuilt Presentation per Zoom
President Irwin requested representatives of SAFEbuilt introduce themselves and talk with the Council about the assorted services they provide, which include building officials, plumbing, electrical and mechanical inspections, zoning and ordinance enforcement services. Attending and participating in the discussion, via Zoom, were Glenn Lindsay and Ainsley Ware, while Richard McGrew, Joe Kline and Sharon Craun attended in-person. The conversation included scope of services, fee structure and things like access to records and information so that Village employees and Council members could remain -up to date on conditions in the Village. After talking about the SAFEbuilt proposal and which options may benefit the Village, Irwin moved, supported by Thomas, to reschedule the subject for further discussion during the December 28, 2023, Village Council meeting. Ayes: All. Nays: None. Motion carried.
Budget Hearing:
Motion by Irwin, supported by Markle, to recess the regular Village Council meeting and open the public Budget Hearing at 7:36 p.m. Roll call vote – Ayes: Webb, Haley, Thomas, Markle, Welburn, Engstrom and Irwin. Nays: None. Motion carried. The Manager/Clerk and the Village Council discussed the proposed revised 2023 and 2024 Village Budgets presented for all funds and asked for input from the Village residents in attendance. There were no comments from the public. Motion by Webb, supported by Thomas, to close the Public Hearing and return to the regular session at 7:48 p.m. Ayes: All. Nays: None. Motion carried.
Resumption of Regular Session:
Approval and Adoption of 2023 Budget Amendments and 2024 Budgets for All Funds
Following discussion regarding the changes made to the budgets since the last Budget Workshop meeting, Webb moved, supported by Welburn, to approve and adopt the proposed 2023 Budget amendments for all Village funds as presented, and the proposed 2024 budgets for all funds as presented; and to agree not to charge more than 8.6664 mills for the Village’s General Operating Fund and 4.6580 mills for the Village’s Street Improvement Fund for the 2024 tax rate request, complying with the Uniform Budgeting and Accounting Act of 1968, Section 16 of Section 141.436, the General appropriations act requirements along with the Budget Hearings of Local Governments Act (1963 PA 43), which requires notice to be published at least six days prior to the hearing in a “newspaper of general circulation” and must include a statement printed in 11-point boldfaced type, stating “The property tax millage rate proposed to be levied to support the proposed budget will be a subject of this hearing.” Budget hearings held in accordance with the provisions of the local charter and/or ordinance will meet this requirement. This hearing also fulfills the requirement for a “truth in taxation” hearing. The required notice was published in The Marcellus News on November 23, 2023, and posted at the front window of the Marcellus Village Hall on October 24, 2023. Roll call vote – Ayes: Engstrom, Thomas, Haley, Irwin, Welburn, Webb and Markle. Nays: None. Motion carried.
Garbage and Recycling
President Irwin requested Village Attorney Luke Nofsinger lead the Village in its efforts to secure a contract for Garbage and Recycling. Attorney Nofsinger advised that the Village recently adopted an amendment to its Solid Waste ordinance which authorizes and allows the Village to reject any/all bids and then negotiate with the bidders to get a better deal for the Village residents and businesses. After reviewing and discussing the received bids, Webb moved, supported by Irwin, to reject both bids, negotiate for better terms, and reschedule the topic to the December 28, 2023, Village Council meeting. Roll call vote – Ayes: Thomas, Engstrom, Webb, Haley, Irwin, Markle and Welburn. Nays: None. Motion carried.
2022 and 2023 MAESA Budgets
Motion by Webb, supported by Welburn, to give preliminary approval to the 2023 amended and 2024 proposed MAESA budgets as presented, and request that MAESA include the beginning and ending fund balances as required by the Michigan Department of Treasury. Roll call vote – Ayes: Irwin, Welburn, Engstrom, Markle, Thomas, Haley and Webb. Nays: None. Motion carried.
Clerk’s Report
Resolution 2023-11 – Resolution Re-Establishing Rates for Village Wastewater Services and Resolution 2023-12 – Re-Establishing Rates for Village Water Supply Service
Motion by Irwin, supported by Engstrom, to adopt Resolution 2023-11, amending wastewater rates to reflect the previously established two-percent annual increase; and to adopt Resolution 2023-12, amending water rates to reflect the previously established annual two-percent annual increase, and to publish these resolutions in The Marcellus News. These rates become effective January 1, 2024, first appearing on the January 2024 bill. Roll call vote – Ayes: Welburn, Markle, Engstrom, Irwin, Thomas, Webb and Haley. Nays: None. Motion carried.
Request to Purchase 2023 Citizen Planner Recordings: $60.00

Bluegill Frolic
Amy Segerdahl – 2024 Bluegill Frolic
Village resident Amy Segerdahl addressed the Village Council and requested approval for the 2024 Bluegill Frolic, and its associated beer tent, to be held on the third weekend of August (on August 23 and 24, 2024), at the Village-owned property known as “the old football field” due to ongoing DWSRF project, Downtown Streetscape and High-Water construction activities that will be taking place during the scheduled Bluegill Frolic Activities. Thomas moved, supported by Markle, to authorize the Blue Gill Frolic activities and beer tent to be located at the old football field on South Burney Street; with the same event and amusements insurance, temporary liquor license and associated insurance, site diagrams for the beer tent, MDOT’s banner and other requirements as has been the case for Special Events in the Village of Marcellus. Roll call vote – Ayes: Webb, Markle, Engstrom, Welburn, Irwin, Haley and Thomas. Nays: None. Motion carried.
