Village of Marcellus Council Proceedings – Regular Meeting – March 10, 2026

 President Irwin called the scheduled regular meeting of the Marcellus Village Council to order at 7:00 p.m. on March 10, 2026, in the Marcellus Village Hall. Trustees present: Markle, Engstrom, Webb, Haley M., Haley G. and Watts. 

Agenda
Motion by Haley M., supported by Engstrom, to approve the agenda as presented. 

Ayes: All. Nays: None. Motion carried.

Minutes
Motion by Webb, supported by Haley G., to approve as revised and place on file the minutes of the February 24, 2026, regular meeting. Ayes: All. Nays: None. Motion carried.

Bills
Motion by Haley G., supported by Engstrom, to authorize the payment of bills in the amount of $104,439.78. Roll call vote – Ayes: Watts, Haley G., Haley M., Irwin, Webb, Engstrom and Markle. Nays: None. Motion carried.

Consent Agenda
Motion by Webb, supported by Markle, to receive and place on file all items on the Consent Agenda. Ayes: All. Nays: None. Motion carried.

President’s Report 
MAESA Report
1. Katherine Utter is the Flowerfield Township Representative

Motion by Irwin, supported by Webb, to receive and place on file all items on the MAESA meeting packet. Ayes: Markle, Engstrom, Webb, Irwin, Haley M. and Haley G. Nays: Watts. Motion carried.

President Irwin offered his condolences to those who are grieving the loss of life and facing devastation from the recent storm.

Clerk’s Report 
Steensma Hall Generator Maintenance Contract
Motion by Irwin, supported by Watts, to approve the 2-year contract with Steensma Lawn & Power Equipment to maintain the hall generator at a cost of $759.98. Roll call vote – Ayes: Markle, Engstrom, Watts, Haley M., Webb, Irwin and Haley G. Nays: None. Motion carried.

DPW Report
Motion by Irwin, supported by Engstrom, to receive and place on file the February 2026 DPW report. Ayes: All. Nays: None. Motion carried.

Quote – Southwest Michigan Dust Control $4,200.00
Motion by Irwin, supported by Webb, to approve Southwest Michigan Dust Control Contract quote at $4,200.00 for two applications (in June 2026 and September 2026). Roll call vote – Ayes: Engstrom, Haley M., Webb, Haley G., Irwin and Markle. Nays: Watts. Motion carried.

Cory Garman and Damion Fritz S3&S4 Review April 28-29, 2026
Motion by Irwin, supported by Watts, to approve S3&S4 Review training for Cory Garman and Damion Fritz in Grand Rapids, MI, at a cost of $800.00. Roll call vote – Ayes: Haley G., Engstrom, Irwin, Webb, Markle, Watts and Haley M. Nays: None. Motion carried.

Cory Garman Lagoon Operations April 22-23, 2026
Motion by Irwin, supported by Markle, to approve Lagoon Operations training for Cory Garman in Okemos, MI, at a cost of $400.00. Roll call vote – Ayes: Irwin, Webb, Markle, Engstrom, Haley G., Haley M. and Watts. Nays: None. Motion carried.
