President’s Report
DWSRF Change Order No. 3
President Irwin asked if the in-person meeting with the engineer and construction contractor on issues related to Change Order No. 3 had taken place. After discussion, Trustees Markle and Watts requested that Village Manager/Clerk Terrill facilitate the meeting at the soonest possible date.
Clerk’s Report
L-4029 for Levying of 2025 Village Taxes
Motion by Webb, supported by Engstrom, to authorize the maximum levy permitted by law and return the completed L-4029 form, Cass County’s required questionnaire to the Cass County Equalization Department following the endorsement by the Village President and Clerk and direct the Village Treasurer to levy the 2025 Village taxes as authorized, being a General Fund levy of 7.7064 mills, which levy would raise $176, 094, and Street Fund levy of 4.1420 mills, which levy would raise $94,646. Roll call vote – Ayes: Irwin, Webb, Engstrom, Markle, Haley G. and Haley M. Nays: Watts. Motion carried.
Windows 10 Notice
Village Council members reviewed the notice regarding the end of life for Windows 10 on October 14, 2025, from Ryan Vestby, CEO of the Village’s IT service provider, VC3. Manager/Clerk Terrill is working with VC3 to determine which computers will need to be replaced and which can simply be upgraded to Windows 11.
Wellhead Protection Program (WHPP) Renewal
Manager/Clerk Terrill presented the Village Council with three quotes for the Wellhead Protection Plan renewal and requested that the Village proceed with the MRWA for the 2026 renewal to potentially realize savings of approximately $11,000, rather than engaging paid assistance.
Kelly Hon of the MRWA, who assisted the Village with its 2020 WHPP renewal, has informed the Village that the Village of Marcellus has been placed on her waiting list, with an estimated time of at least one year. She has shared a list of WHPP items for the Village to review and complete to streamline the renewal process. While it is probable that the current plan will lapse before the updated version is submitted to EGLE, EGLE has indicated that there will be no penalties for late submission.
Motion by Irwin, supported by Markle, to approve the request to work with the MRWA pending written notice from EGLE that there is no penalty for late submission. Roll call vote – Ayes: Haely M., Irwin, Webb, Haley G., Markle, Watts and Engstrom. Nays: None. Motion carried.
Tree Offer from Cass County Conservation District
Motion by Webb, supported by Irwin, to accept the offer of six four- to five-foot Manchurian crabapple trees from the Cass County Conservation District and to act on an update to the Village Tree Ordinance. Ayes: All. Nays: None. Motion carried. Manager/Clerk Terrill will purchase and donate the trees.

Motion by Irwin, supported by Markle, to authorize the purchase of warning/high voltage signs for the water and sewer department and “No Trucks” signs for local streets from Road Traffic Signs, of Brooklyn, New York, at a cost not to exceed $800.00. Roll call vote – Ayes: Webb, Irwin, Haley G., Watts, Engstrom, Haley M. and Markle. Nays: None. Motion carried.
Quotes for Signs – Econo-Signs
Motion by Irwin, supported by Markle, to authorize the purchase of aluminum delineators (reflectors) for barriers on local streets from Econo Signs, of Bowling Green, Kentucky, at a cost of $151.20. Roll call vote – Ayes: Watts, Engstrom, Webb, Markle, Haley G., Irwin and Haley M. Nays: None. Motion carried.
April 2025 DPW Report
Motion by Irwin, supported by Markle, to receive and place on file the April 2025 DPW Report. Ayes: All. Nays: None. Motion carried.

Motion by Irwin, supported by Watts, to authorize the purchase of a force flow spillsafe scale with force flow digital indicator for the pumphouse chlorine system from RS Technical Service, Inc., of Lowell, Michigan, at a cost not to exceed $6,360.00. Roll call vote – Ayes: Irwin, Haley M., Engstrom, Markle, Watts, Webb and Haley G. Nays: None. Motion carried.
Landon Hackenberg Resignation
President Irwin reported he has received DPW employee Landon Hackenberg’s official resignation with an effective date of June 5, 2025. He moved, supported by Engstrom, to accept with thanks Mr. Hackenberg’s resignation. Ayes: All. Nays: None. Motion carried.
