Village of Marcellus Council Proceedings, Regular Meeting, November 14, 2023

President Irwin called the meeting of the Marcellus Village Council to order at 6:32 p.m. on, November 14, 2023, in the Marcellus Village Hall. Trustees present: Markle, Welburn, Thomas, Haley and Webb. Trustee Engstrom was absent.

Agenda
Motion by Markle, supported by Thomas, to approve the agenda with the following addition:
• Add item number B. under Presidents Report – MAESA
Ayes: All. Nays: None. Motion carried.

Minutes
Motion by Webb, supported by Markle, to approve and place on file the minutes of the October 24, 2023, Regular Meeting. Ayes: All. Nays: None. Motion carried. 

Bills
Motion by Thomas, supported by Welburn, to authorize the payment of bills in the amount of $90,347.52. Roll call vote – Ayes: Haley, Webb, Thomas, Irwin, Markle and Welburn. Nays: None. Motion carried.

Consent Agenda
Motion by Webb, supported by Thomas, to receive and place on file all items on the Consent Agenda. Ayes: All. Nays: None. Motion carried.

President’s Report
DDA Appointment
President Irwin reappointed Blake Terrill to the DDA. Motion by Welburn, supported by Haley, to ratify and confirm that appointment with a term expiring on November 20, 2027. Roll call vote 
– Ayes: Markle, Welburn, Thomas, Irwin, Haley and Webb. Nays: None. Motion carried.

MAESA 
President Pro Tempore Welburn reported that MAESA continues to discuss its budgets and future needs and reminded Council members and those in attendance that the next MAESA meeting on December 11, 2023, will begin at 6:00 p.m. with a Budget Workshop, followed by a regular meeting at 6:30 p.m. and a Budget Hearing at 7:00 p.m.

Clerk’s Report
Village Training Strategy for Boards and Commissions
Motion by Markle, supported by Thomas, to approve the 2024 Training Strategy for the Village’s Boards and Commissions. The plan commits to training and informing the Village’s boards and commissions by offering suggestions and resources for a variety of training options. Ayes: all. Nays: None. Motion carried. 

Reminder Planning Commission Public Hearing 11/28/23 
Manager/Clerk Terrill reminded Village Council members that the Joint Meeting of the Village Council and Planning Commission is November 28,2023 at 6:30 p.m. The Planning Commission will hold a Public Hearing to consider the Zoning Ordinance updates they have been working on for the past eight months. 

2024 Meeting Dates
Motion by Irwin, supported by Haley, to approve and confirm the 2024 Village Council meeting dates schedule, with a noted change to the December 2024 meeting dates, being the first and third Tuesday of the month on December 3, 2024, and December 17, 2024; and to publish a notice in The Marcellus News and on the Village’s website and post at the Village Hall. Ayes: All. Nays: None. Motion carried.

Market Van Buren Public Sector Meeting November 3, 2024
Manager/Clerk Terrill reported that she attended Market Van Buren’s (MVB) Public Sector Meeting on November 3, 2024, at the Edward Lowe Foundation where those in attendance discussed the economic future of our community. 

Feedback received after MVB’s presentation included the following:
• Importance of telling our story as a team – more community members need to buy in.
• Community representation (especially with housing)
• What is a fair and equitable funding source?
• See the current taxable value formula
• Importance of conveying the value Market Van Buren brings to investors.
• Ensuring adequate communication between Market Van Buren and its municipal partners.
• Concerns about downtowns that have a lack of grocery stores, lodging, restaurants, etc., for jobs and opportunities.
• Importance of individual municipalities within the County communicating what they need to support their growth.
• Many municipalities do not have anyone at the municipal level to write grants nor understand how to work with granting agencies.
• Several municipalities expressed a desire to sit down and meet with Market Van Buren and discuss their economic development needs in more detail.

   Clerk Terrill is expecting that Market Van Buren will attend a Village Council meeting during the first quarter of 2024 to give a presentation to the Village of Marcellus Council regarding the benefits and value of municipal investment in Market Van Buren.

DPW
DPW Report
Motion by Irwin, supported by Markle, to receive and place on file the October 2023, DPW Report. Ayes: All. Nays: None. Motion carried.

Frank Renaldi – Main Street Beautification Project/Bid Tabulations
Frank Renaldi, of Wightman & Associates, Inc., addressed the Village Council members, and presented the bid tabulation and Wightman & Associates, Inc.’s,  Recommendation to Award notice for the Main Street Beautification, RAP grant project. Two bids were received as follows:
• Balkema Excavating, Inc.    $581,814.63
• Balkema Construction, Inc. $1,101,991.50

   It was recommended to award the project to Balkema Excavating, Inc., pending budget review and formal verification that EGLE will allow the work that would have been included in the water project can be included in the DWSRF loan/grant reimbursement.

   Motion by Markle, supported by Haley, to approve and accept the proposal from Balkema Excavating, Inc., in the amount of $581,814.63. Roll  call vote – Ayes: Thomas, Haley, Webb, Markle and Irwin. Nays: Welburn. Motion carried. The Village Manager/Clerk will work with Wightman & Associates, Inc., notifying the successful bidder and other contracting documents and requirements.

   Frank Renaldi shared his proposal for additional work to be completed during the High-Water grant activities that are currently planned on Read Street and the Faith Plastics/Metalcasters site. The additional work includes:
– Addition of a parking lane on the north side of Read Street,
– Replacement of all the walk on the north side of Read Street from Burney Street to Maple Street,
– Addition of curb and gutter, sidewalks and pavement overlay on Burney Street from Main Street to Read Street,
– Completion of the sidewalk on Maple Street on the west side between Main Street and Read Street and
– Delineation of an area (approximately 1,600SF) of the existing concrete south driveway to Faith Plastics in need of replacement.

   The addition of this work to the base project will allow the Village to combine the three funding sources to upgrade the entire area from Read Street south to Main Street between Burney and Maple Streets.

   It is estimated that the additional work will add an additional $16,800 in design and construction engineering and $147,000 for road and sidewalk construction with other portions of the project already planned due to the water project that will be reimbursed DWSRF.

   Motion by Irwin, supported by Haley, to approve the additional engineering and construction work to be completed during the High-Water grant project. Roll call vote – Ayes: Thomas, Irwin, Welburn, Markle, Webb and Haley. Nays: None. Motion carried.

2023 and 2024 Budget Workshop
Motion by Markle, supported by Irwin, to recess the regular Village Council meeting and open the Budget Workshop meeting at 7:31 p.m. Roll call vote – Ayes: Markle, Welburn, Webb, Haley, Thomas and Irwin. Nays: None. Motion carried. 

   Village Council members discussed the draft General, Major and Local Streets, Municipal, Sewer, Water and Garbage Budgets for 2023 and proposed 2024 budgets for all funds. After a lengthy discussion regarding all funds and directions to increase the training budgets for the water and sewer funds. There were no budget amendments.

   Motion  by Irwin, supported by Oswalt, to close the Budget Workshop and return to regular session at 7:57p.m. Ayes: All. Nays: None. Motion carried.

   The Village Council will hold its Budget Hearing for 2024 Budgets at 7:30 p.m. on December 12, 2023.

Motion by Thomas, supported by Markle, to adjourn at 7:57 p.m. Ayes:  All. Nays:  None. Motion passed.
