President Irwin called the meeting of the Marcellus Village Council to order at 7:00 p.m. on October 10, 2023, in the Marcellus Village Hall. Trustees present: Markle, Engstrom, Welburn, Irwin, Haley and Webb. Absent: Thomas.

Motion by Engstrom, supported by Markle, to approve the agenda as presented. Ayes: All. Nays: None. Motion carried.
Minutes
Motion by Webb, supported by Engstrom, to approve and place on file the minutes of the September 26, 2023, Regular Meeting. Ayes: All. Nays: None. Motion carried.
Bills
Motion by Engstrom, supported by Irwin, to authorize payment of bills in the amount of $758,402.08. Manager/Clerk Terrill explained what the Dobberteen bill is to new Council members at President Irwin’s request. Roll call vote – Ayes: Irwin, Engstrom, Markle, Haley, Welburn and Webb. Nays: None. Motion carried.
Public Comment
Trustee Webb commented on an announcement made by Patch & Remington, which will be hosting a group on November 11, 2023, called the Paxton Spangler Band, who will be playing New Orleans jazz at its first annual DDA fund raiser.
Consent Agenda
Motion by Webb, supported by Markle, to receive and place on file all items on the Consent Agenda. Ayes: All. Nays: None. Motion carried. Some discussion was had regarding the Sheriff’s report and possible additional coverage.
President’s Report
Village Officials
President Irwin discussed displeasure with some of our Village officials with reporting and billing services and is looking at the idea of possibly replacing some of them for better service provided and will keep Council informed of this.
Shredding Event
President Irwin reported on the event. Weather played a large part of the less than expected turnout. Irwin thanked Trustees Engstrom and Welburn for helping him at this event and discussed the possibility of holding it again in the spring or summer at another DDA First Friday event.
Clerk’s Report
A. Halloween Hours
Motion by Welburn, supported by Markle, to set the Village Trick or Treating hours from 5 to 7 p.m. on October 31, 2023. Hours will be posted as well. Roll call vote – Ayes: Welburn, Markle, Engstrom, Haley, Webb, Irwin. Nays: None. Motion carried.
B. Budgets
Manager/Clerk Terrill requested Council amend the 2023 budgets. She discussed a correction of the sewer budget capital outlay amount. It was entered as $500 and should have been $50,000. This has been corrected. Also took a look at the 2024 budget, which is not completed and ready to pass at this time. In addition, she discussed the different funds and what would be happening in the future in each fund.
Motion made by Webb, supported by Haley, to approve the revision of the 2023 budget to be approved as presented and the 2024 budget be given preliminary approval. Roll call vote – Ayes: Engstrom, Irwin, Haley, Webb, Markle, Welburn. Nays: None
C. Capital Improvements Plan – Updated for 2023-2028. There was discussion about not receiving SPARK grant monies.
Motion made by Webb, supported by Irwin, to accept the Capital Improvements budget on a preliminary basis pending adoption of the budget. Roll call vote – Ayes: Welburn, Webb, Haley, Markle, Engstrom, Irwin. Nays: None, Motion carried.
D. Scheduling of 2024 Budget Workshops and budget hearing – Budget workshops were set for November 14th and November 28th with the budget hearing set for December 12, 2023, with meetings being held at 7:30 p.m.
Motion made by Markle, supported by Engstrom, to approve and advertise these meetings accordingly. Roll call vote – Ayes: Webb, Irwin, Markle, Enstrom, Welburn, Haley. Nays: None. Motion carried.
E. Trash and Recycling bids – All bids are due October 30, 2023, by the end of the business day.
F. Streetscape Project bids – All bids are due on November 7, 2023.
G. 2024 Health Insurance Renewal – An 8.1% increase this year
Motion by Markle, supported by Welburn, to adopt the health insurance recommendation and approval as presented. Roll call vote – Ayes: Engstrom, Irwin, Welburn, Markle, Haley, Webb. Nays: None. Motion carried.
September 2023 DPW Report
Motion by Irwin, supported by Welburn, to receive and place on file the September 2023 DPW Report. Ayes: All. Nays: None. Motion carried.
