Andy Campbell – Baker Tilly Financial Analysis/Rate Study and A/P Grant
Andy Campbell, Director at Baker Tilly Municipal Advisors, LLC, presented the Village Council with the unaudited and limited information for the purpose of discussion and consideration in the preliminary planning stage of water rate study by the appropriate officers, officials and advisors of the Village of Marcellus and shared the following schedules related to his report:
1. Comparative Statement of Net Position
2. Comparative Statement of Revenues, Expenses, and Changes in Net Position
3. Comparative Detail of Operating Expenses
4. Schedule of Amortization of $753,000 Principal Amount Outstanding of 2020 Water Revenue Refunding Bonds
5. Cash Flow Analysis
The resulting cash flow analysis assumes the Village will maintain its current 2% annual increases for water rates for operating and capital payments in addition to estimated debt service payments based on at total of $6,830,000 in DWSRF bonds issued at the current rate of 1.87% and assumes $4,470,440 in principal forgiveness with final repayment total of $2,359,560. He warned that inflation may be such that the Village’s water fund would need to see more than a 2% annual increase and encouraged the Village to apply for funding for its water treatment plant while interest rates are low and there is money for infrastructure.

Parks & Recreation Committee
Trustees Oswalt and Haley reported they have been gathering information on what it will take to build a pickleball court and playground at the old tennis courts park.

MRWA – Timothy Weston Lagoon Operations Training
Motion by Irwin, supported by Welburn, to approve DPW Superintendent/Lagoon Operator Timothy Weston’s attendance at the MRWA’s October 19-20, 2022, Lagoon Operations training via Zoom at a cost of $320.00. MI Section AWWA – Landon Hackenberg and Michael Clark Fall Regional

Motion by Irwin, supported by Thomas, to reschedule the discussion regarding pay for water and sewer license rates so that he and the Personnel Committee can review their recommendations. Ayes: All. Nays: None. Motion carried.
OTHER
2022 Halloween Trick-or-Treat Hours
Council members discussed the 2022 Halloween Trick-or-Treat hours and agreed recommending times for Trick-or-Treating alerts emergency personnel that there will be many children on or about Village streets, so they may plan accordingly. Motion by Oswalt, supported by Welburn, to approve the recommended date and time of Monday, October 31, 2021, from 5:00 p.m. to 7:00 p.m., for Trick-or-Treating. Ayes: All. Nays: None. Motion carried.
Special Permit for Temporary Dwelling at 245 E Woodland Street for Reconstruction of the Home Due to Damage from a Natural Disaster
Motion by Simmons, supported by Oswalt, to receive and place on file and to approve Zoning Administrator, Middleton’s memorandum and regulations, terms and conditions relative to an application on by James W Carney, whose home at 245 E Woodland Street, Marcellus, is being reconstructed, for the temporary placement of an RV unit on the property owned by the Mr. Carney while he waits and during reconstruction of his home. Ms. Middleton will review the application and progress every 60 days and make sure the provisions outlined in her written recommendation are being followed. Ayes: All. Nays: None. Motion carried.
