Village of Marcellus Council Proceedings – Special Meeting

August 26, 2022

President Welburn called the special meeting of the Marcellus Village Council to order at 1:00 p.m. on August 26, 2022, at the Marcellus Village Hall Council Room. Trustees present: Simmons, Irwin, Thomas, Oswalt, Haley and Webb. 

Agenda

Motion by Simmons, supported by Welburn, to approve the agenda as presented. Ayes: All. Nays: None. Motion carried. 

Village Water Projects and DWSRF Change Order – Modification to Project 7562-01 for the Purpose of Staying within Budget

Frank Renaldi, of Wightman & Associates, Inc., shared revised plans, Change Order 1 and an updated EGLE Permit Application for the Village’s DWSRF Water project 7562-01. After discussion regarding the parts of the project that have been eliminated and the parts of the project the Village will address in order to remain within budget, Webb moved, supported by Welburn, to receive and place on file the revised plans, permit application and Change Order 1 for the water supply system’s DWSRF Project No. 7562-01 and to authorize execution of the documents by the Village President, Clerk and Wightman & Associates, Inc., in order to proceed with the project.  Roll call vote – Ayes: Oswalt, Simmons, Haley, Irwin, Webb, Thomas and Welburn. Nays: None. Motion carried. 

Marcellus Investment Group/The Woods – Marihuana Retailer License

Clerk Terrill reported that Marcellus Investment Group/The Woods has met the requirements of Village Ordinance No. 241, Recreational Marihuana Establishments and Medical Marihuana Facilities, for a Recreational Marihuana Retailer License, shared the documents related to the application and requested Council approval for the issuance of the first such license in the Village. 

Motion by Webb, supported by Thomas, that the documents related to the retail marihuana business, including a copy of the marihuana license issued to the business be received and placed on file and to ratify and confirm the Clerk’s issuance of a Recreational Marihuana Retailer License dated August 26, 2022, through August 25, 2023. Roll call vote – Ayes: Simmons, Welburn, Haley, Thomas, Irwin, Oswalt and Webb. Nays: None. Motion carried.
