Village of Marcellus Council Proceedings Special Meeting

November 30, 2022

President Irwin called the special meeting of the Marcellus Village Council to order at 7:00 p.m. on November 30, 2022, at the Marcellus Village Hall Council Room. Trustees present: Markle, Engstrom, Oswalt and Haley. Trustees absent: Welburn and Webb, who “attended by telephone as a member of the public.”

Agenda

Motion by Oswalt, supported by Engstrom, to approve the agenda as presented. Ayes: All. Nays: None. Motion carried. 

Resolution 2022-10, Supporting EGLE – State High Water Infrastructure Grant Program 2023, and Use of Storm and Street Funds as Match and Infrastructure Repairs for this Project

Clerk Terrill reminded Council members that the Council had approved the application to the State High Water Infrastructure Grant Program 2023, for funds to assist the Village with the project to eliminate the “Lake Marcellus” high-water issue in the area bounded by S. Burney, W. Read, W. Maple and E. Main Streets, which experience frequent flooding that occurs in that area even when there is less than two inches of rain in a 24-hour period on November 15, 2022 and a resolution supporting and approving the project and application is required for the Village to submit its application. Markle moved, supported by Oswalt, to adopt Resolution 2022-10, a Resolution Supporting EGLE – State High Water Infrastructure Grant Program 2023, and Use of Storm and Street Funds as Match and Infrastructure Repairs for this Project. Roll call vote – Ayes: Engstrom, Haley, Oswalt, Markle and Irwin. Nays: None. Motion carried.

Public Comment

Clerk Terrill was asked for an update on the actions taken regarding the property at 140 E. Main Street, (formerly Tailgater) during the November 15, 2022, Special Village Council meeting. She shared that a certified the letter, requesting access to the building for inspection of condition and to determine value, was sent by Village Attorney Luke Nofsinger on November 28, 2022, as directed by the Village Council.

Motion by Oswalt, supported by Markle, to adjourn at 7:08 p.m. Ayes:  All. Nays:  None. Motion passed.
