President Irwin, presiding, called the joint special meeting of the Marcellus Village Council, Marcellus DDA, and Marcellus Planning Commission to order at 6:00 p.m. on October 7, 2025, at the Marcellus Hudson Memorial Building. The purpose of the meeting was to conduct an Open Meetings Act & Parliamentary Procedure training.
Village Council Trustees present: Markle, Engstrom, Haley M., Haley G., Webb and Watts.
Marcellus DDA Trustees present: Blake Terrill, Dennis Irwin, Alisa Burleigh, Donnie Brooks and Austin Davis. Trustee Thomas was absent.
Marcellus Planning Commission Trustees present: George Markle, Kim Fox, Jaclyn Lyles and Brian Wilmore. Trustee Thomas was absent

Motion by Haley M., supported by Haley G., to approve the agenda as presented. Ayes: All. Nays: None. Motion carried.
OMA & Parliamentary Procedure Training presented by Tyler Augst, Government & Community Vitality Educator from Michigan State University
Village Council members, Marcellus DDA members and Marcellus Planning Commission members attended the two-hour workshop, OMA & Parliamentary Procedure Training, provided by Tyler Augst, Government & Community Vitality Educator from MichiganState University at the Hudson Memorial Building. The workshop is designed for local elected and appointed officials looking to sharpen their skills and promote good governance practices. There was no discussion regarding Village business and there were no decisions made during the training session.
