President Welburn called the regular meeting of the Marcellus Village Council to order at 7:00 p.m. on May 10, 2022. Trustees present: Simmons, Irwin, Thomas and Webb. Trustee Oswalt was absent.

Motion by Webb, supported by Welburn, to approve the agenda with the following addition:

Motion by Webb, supported by Welburn to hold a Special Village Council meeting during the May 25, 2022, Special Planning Commission meeting for the purpose of observing the Commission’s Hearing for a Special Land Use and Site Plan Review planned for that night. Roll call vote: Ayes: Irwin, Thomas, Welburn, Webb and Simmons. Nays: None. Motion carried.
Minutes
Motion by Webb, supported by Irwin, to approve and place on file the minutes of the
April 26, 2022, Regular Meeting. Ayes: All. Nays: None. Motion carried. Roll call vote – Ayes: Thomas, Welburn, Webb, Simmons and Irwin.
Bills
Motion by Simmons, supported by Thomas, to authorize the payment of bills in the amount of $21,776.22. Roll call vote – Ayes: Welburn, Webb, Simmons, Irwin and Thomas. Nays: None. Motion carried.
Consent Agenda
Motion by Webb, supported by Welburn, to approve all items on the Consent Agenda. Ayes: All. Nays: None.
President’s Report
Village Boundaries
After discussing Village growth plans and next steps for planned annexations to the Village, Webb moved, supported by Thomas, to approve the May 10, 2022, map/proposal for annexation of the listed properties to the Village of Marcellus as part of the annexation process. Roll call vote – Ayes: Welburn, Webb, Simmons, Irwin and Thomas. Nays: None. Motion carried.
Clerk’s Report
Bluegill Frolic Beer Tent on Main Street
Motion by Thomas, supported by Welburn, to approve the beer tent and its location on East Main Street during the 2022 Bluegill Frolic event. Roll call vote – Ayes: Webb, Simmons, Irwin, Thomas and Welburn. Nays: None. Motion carried.
Resolution 2022-03 – Village Council Rules of Procedure
Motion by Webb, supported by Simmons to adopt Resolution 2022-03, Village Council Rules of Procedure (Bylaws) for the Village of Marcellus Council and the Village of Marcellus as revised. Roll call vote – Ayes: Simmons, Irwin, Thomas, Welburn and Webb. Nays: None. Motion carried.
Resolution 2022-04 – Establishing Scheduled Wage Increases for DPW Staff
Motion by Irwin, supported by Simmons, to adopt Resolution 2022-04, Establishing Scheduled Wage Increases for DPW Staff, as approved during the April 26, 2022, Village Council meeting, setting the base pay rate for DPW staff at $21.00/hour and raising the rate for CDL licensing from $.50/hour to $1.00/hour. Roll call vote – Ayes: Irwin, Thomas, Welburn, Webb and Simmons. Nays: None. Motion carried.

April 2022 DPW Report
Motion by Irwin, supported by Simmons, to receive and place on file the April 2022 DPW Report. Ayes: All. Nays: None. Motion carried.
Dust Control Quotes
Motion by Irwin, supported by Simmons, to approve the quote from Southwestern Michigan Dust Control, Inc. for two applications, one in June 2022 and one in September 2022, at a cost not to exceed $2,800.00. Roll call vote – Ayes: Thomas, Welburn, Webb, Simmons and Irwin. Nays: None. Motion carried.
Personnel Committee
DPW Position
Motion by Irwin, supported by Thomas, to hire Jessica Preston Clark to the DPW, with a recommended starting pay rate of $21.00 per hour, plus $1.00 per hour for holding a CDL license. Preston will be trained to cover the Crossing Guard position on an as needed basis and will begin training for water and sewer licensing as soon as practicable. The motion includes a base pay rate for new-hire DPW employees of $21.00 per hour and the rate for CDL licensing of $1.00 per hour for DPW employees. Roll call vote – Ayes: Welburn, Welburn, Webb, Simmons, Irwin and Thomas. Nays: None. Motion carried.Â
Clerk Evaluation
Trustee Irwin reported Clerk Terrill’s six-year employment anniversary is May 10, 2022, and she received a favorable evaluation. In addition, he noted she is scheduled for a 50-cent per hour raise effective on May 10, 2022.
Motion by Irwin, supported by Simmons, to approve the scheduled pay raise of $.50 per hour for Clerk Terrill, effective on her employment anniversary, May 10, 2022. Roll call vote – Ayes: Webb, Simmons, Irwin, Thomas and Welburn. Nays: None. Motion carried.
Utility Clerk Evaluation
Trustee Irwin reported that Utility Clerk Kim Henritzy received a favorable two-year evaluation and noted she is scheduled for a 75-cent per hour raise.
Motion by Irwin, supported by Thomas, to approve the scheduled pay raise of $.75/hour for Utility Clerk Henritzy effective on her village employment anniversary, May 13, 2022. Roll call vote – Ayes: Irwin, Thomas, Welburn, Webb, and Simmons. Nays: None. Motion carried.
